Google told me it was most likely a bad Final Stage Resistor and by removing a panel near the passenger footwell I could disconnect the resistor which would turn off the fan.

May 17th, 2011 Mike Downloading and installing a program called Malwarebytes from cnet downloads got rid of most of the the Windows Restore Virus but I am still experiencing lingering effects and have not yet rid myself entirely of this accursed virus.
